We know less about this conflict than the scholars of the next generation will know. Its significance, like the significance of any important contemporary social movement, is not yet unfolded, and consequently no man may read it. Whatever judgment is rendered to-day touching the late war between the United States and Spain is only such a judgment as may be revealed by the light of the history of these two nations; and in this light the struggle appears as a phase of the centuries-old conflict that has arisen from antagonistic national qualities and divergent national policies.
