Such figures as are available indicate t in our cities less than three-fourths of the children continue in attendance as much three-fourths of the year. 2. Irregular attendance is accompanied by a low percen of promotions. 3. Low percentage of promotions is a potent factor in bringing ab retardation. 4. Retardation results in elimination. II.
