Excerpt from The Laws of Wisconsin: Together With the Joint Resolutions and Memorials Passed at the Twenty-Ninth Annual Session of the Wisconsin Legislature, in the Year 1876 Section 12. The police justice shall report quarter ly to the common council, a list of all proceedings instituted before him in behalf of the city, and the disposition thereof, and shall, at the same time, ao count for and pay over to the treasurer the amount of all penalties and fines collected, which may by law accrue to the city. The city shall not be liable for or pay any costs for violations of any law of this state, and such justice shall pay to the county treasurer all fines collected for offenses against the laws of this state, in the same manner that all justices of the peace are required by law to do. Section 13. At the first meeting of the council after the annual election in April in each year, or within ten days thereafter, the common council may elect one superintendent of streets for each ward of the city, and a city surveyor, each one of whom shall hold his office until his successor is appointed and qualifies, and the common council shall have power to fill, from time to time, vacancies that may exist in said offices.
