Excerpt from The Future of Local Government The purpose of this book is to put forward a possible basis for a reorganization of Local Govern ment which will bring about this synthesis, and will do so on a scale in harmony with present-day economic development. But, it will doubtless be asked at the very outset, why set about making such a synthesis, even if it be possible? What is the case in favour of the creation of new effective units of Local Government which will bring town an-d country together? What need is there to upset things by the introduction of this new system? It is not pos sible, at this early point in this book, to give a complete or conclusive answer, which must depend on many factors still to be considered; but it is possible immediately to urge certain broad arguments of principle in favour of the change. These arguments are in part economic; but they are by no means wholly so. They are, as will [be seen more clearly at a later stage, also largely political; and they include important social and psychological elements which must not be ignored.
