But were circumstances different, this is not the fit time, ifever there can be a fit time, to go about and persuade the people that they are ill governed. Such persuaders, indeed, will seldom want hearers for their abuse is readily received; human weakness is inclined to believe what it wishes to be true; and the consequences of personal misconduct, poverty and its train of evils, are willingly thrown from the individual who is, at once, the cause and the sufferer, to the government itself, or those who administer it. But the effects of such an impres sion are deeply to be regretted. Discontent assumes a wider circulation, and the arm of every person thus persuaded is unnerved, and rendered useless to his country he is led to believe that he has no personal rights to protect, and that he is called upon to undertake the gratuitous defence.
