As work is optional before sentence, and in most cases even after it, the idle delinquent, and they are nearly all of that descrip tion, may be said to live at his ease in prison, enjoying more comfortable accommodation and entertainment, than he would have done at home. The expense of keeping and supporting prisoners in the jail of this City is very great. Exclusive of the expense of the County prisoners who are usually more numerous than those belonging to the City, the Corporation expense in 189252, independent of repairs, Ste.
