Barlow's reply, is upon record; and, as one asserts what the other denies, people will judge according to their Opinions of the individuals. The general's complaint was thought, by those who were in certain habits with him and the government, to be well founded, and that he did not experience those attentions to which his rank and situation entitled him. Pre vvious to General Macdowall's departure, it was proposed by Sir G. Barlow (upon a misconception as it afterwards appeared) to remove him from the command of'the army; and the measure -3vould have been carried into effect, if' I had not prevailed in persuading the governor to require a 'more explicit declaration of the general's inten tion; whichhe gave, and shewed.that we had put -an erroneous construction on his letters.
