The South has not triumphed over the North, nor has the North achieved a vie tory over the South. Neither party has made any humiliating con cessions to the other. Each has preserved its honor, while neither has surrendered an important right or sacrificed any substantial inter est. The measures composing the scheme of adjustment are believed to be in harmony with the principles of justice and the Constitution.
