Daniel Chipman: Delivered in the Convention Holden at Montpelier, on the Sixth of January 1836 When members of the house of representatives assemble, they do not even know what subjects will be presented for their decision; they therefore generally enter upon the discussion of subjects with minds wholly unbiassed - ou the other hand we had for months before we assembled, the proposed amendments to the constitution in our possession, had examined them, and it must be supposed, that most of the members had, not only formed, but what is more, had expressed an Opinion respecting them, and yet I must say that I never before witnessed any public assembly hear so patiently, or give such unremitted attention. This emboldens me to express my views on the subject, and to express them fully, even at the hazard of repeating some things which have been better said by others.
