Abstract: Abstract of Dissertation Abstract of dissertation entitled In Should Railway Development in Hong Kong be Demand-driven? Submitted by CHEUNG Tak Ming James for the degree of Master of Arts in Transport Policy and Planning at The University of Hong Kong in June 2005 The internal development and economic activities create the demand of transport. An efficient railway system is vital for the sustainability development of Hong Kong. The development of good transport infrastructure is an important step to ensure the success of the railway network. The transport infrastructure investment requires a huge capital injection and should be supported by a comprehensive transport planning. The railway companies and the government should work together to have the project implemented. The railway companies would be responsible for the subsequent operations, management and maintenance of the railway systems. Without sufficient funding, it is difficult for a railway company to plan for the long-term investment and support the daily operation costs. The quality of service might be diminished too. Hong Kong has the unique geographical condition and its population has supported a good platform for public transport development. If the threshold populations have reached the standard number or under a demand led situation, Hong Kong would consider building a railway network. Historically, the railway is self-financed on its new extensions and operational cost. It is an uncommon achievement in the world. She has to operate on prudent commercial principles. i Abstract of Dissertation Hong Kong is changing dynamically. The railway investment parameter is different from the first phase of subway in 1979. It is doubtful if the conventional demand-led investment approach is still workable in the long-term railway development. An in-depth study has been conducted on the railway investment environment. The result indicates that the current demand driven approach might not be workable for new railway extensions. Furthermore, the railway companies should not over-rely on the property development as their main financial support.
