Excerpt from Report on a Survey of the Board of Education Prepared for the Chamber of Commerce of Reading by the New York Bureau of Municipal Research, April 1914, Vol. 10 The committee system makes it possible for each director to participate in at least two varieties of school work. The organization of the board makes special provision for enforcing the compulsory attendance law and for the medical inspection of school children. The difference in educational needs of boys and girls is recognized in the organization of separate high schools. The provision of separate supervisors for lower and upper grades is an effective means of meeting the peculiar problems presented by the primary and advanced grades of the school course. Special provision is made for the supervision of instruction in music. Drawing. Manual training, household arts, physical culture and for giving attention to the needs of pupils who are not normal. Small libraries in all grade-rooms and well organized high school libra ries make it possible for all pupils to extend the range of their reading interest beyond the text-book covers.
