Excerpt from Report of the University Commission 6. The members of the Commission arrived at Cape Town on February 10th and held their first meeting for the discussion of pro cedure on the following day. Before entering upon the examina tion of witnesses, it was decided, after full consideration, for reasons which it seems unnecessary to specify, that the sittings should not be open to the public or the press, but that provision should be made for the publication of a full report of the evidence submitted. The Minister having approved of such publication, very special efforts have been made to ensure the substantial accuracy of the report, which it is hoped, whatever view may be taken of the recommenda tions of the Commission, will at all events form a useful record of the present state of expert opinion 011 the subject-matter of our deliberations. The circumstances of the inquiry have naturally involved a certain amount of repetition, as the same or similar points have had to be submitted to a large number of witnesses. It was felt that it was better to err, if at all, rather on the side of superfluous detail than to run the risk of omitting anything germane to the investigation; and it is hoped that at all events 110 material aspect of the problem has been ignored or overlooked.
