Excerpt from Report of the Special Committee on Free Bridges, Giving a Review of the Work of the Committee Towards Securing the Freeing of the Bridges Across the Allegehny River: Adopted by the Chamber of Commerce, April 13th, 1911 To the Members of the Chamber of Commerce of Pittsburgh: Gentlemen: The Chamber of Commerce in the year 1905 initiated and fostered a movement to bring about the annexation of Allegheny to Pittsburgh and this effort was continued until consolidation was actually accomplished about December 6th, 1907. Among the arguments advanced were that toll on the bridges across the Allegheny River should be abolished and that filtered water should be furnished to the North Side. In conformity with this promise, on February 20th, 1908, the President of the Chamber was directed to appoint a special committee on Free Bridges, and the following were named. A. M. Hanauer, Chairman; Wm. H. Stevenson, Vice Chairman; R. H. Boggs, I. W. Frank, W. D. George, Wm. M. Hall, E. A. Kitzmiller. Later, Edward Snodgrass, Jr., and Charles H.Friend, took the places of Wm. H. Hall and W. D. George. Free Bridges, like cutting the "Hump" was one of those subjects that had been idly discussed by the citizens for a great many years, and the records show that in the granting of the charter of the Sixth Street Bridge Co., freeing of the bridges was in the minds of the Legislators as early as 1810. The Committee felt that it would have a vast amount of work to do in educating the public, in getting the facts and figures and legislation to permit the accomplishment of the object of its creation. It entered with vim and enthusiasm upon its work and with determination to free the bridges. It has ever been the intention of the Committee to deal justly and equitably with the Bridge Companies, and invited their officers' co-operation, which, however, was not forthcoming. Sub-committees were appointed, the one with Wm. M. Hall, Esq., Chairman, to inquire into the Bridge Franchises, Charters and the Rights of the Bridge Companies and the Public. The other Committee with Mr. I. W. Frank, Chairman, to inquire into the structural or tangible value of the bridges.
