Thank you very much, Senator. It is a great pleasure to be here and a great honor to appear before you. I had the pleasure Of testifying before you about a year ago in connection with the hear ings on the Brown Commission report; and I am extremely pleased to see that the subcommittee draft, S. 1, and also the Administration pro posal, the Justice Department proposal, S. 1400, has made many changes along the lines which I had recommended, and also which various bar groups had recommended. SO for my part, I would like to compliment both the subcommittee staff and the Justice Department team for doing an excellent job on very many points that I had mentioned.
