The last decade has been the most challenging yet for public enterprises. Despite attacks on financial and market performance, large-scale privatization of public enterprises has occurred in several countries, including the United Kingdom. Many other industrialized and developing countries are actively studying the privatization option. Against this background, this monograph displays a framework for analyzing the behaviour of public enterprises as hybrids that are influenced by markets and ministries. Behavioural standards in monopolistic and oligopolistic markets are subject to external regulation. Since actual public enterprise behaviour is shown to deviate from these norms, this monograph suggests methods for improving public enterprise performance. The work ends with a discussion of the privatization option.
