It super seded a previous Act passed in 1912. Thomas Adams, eminent town planner and one-time Town-plan ning Supervisor of the Imperial Local Government Board, had been secured by the Commission of Conservation for the purpose of promoting town-planning in Canada as a conservation measure. It was Mr. Adams who prepared the Nova Scotia Act as well as the Town planning Acts of several Canadian provinces.
