Excerpt from Ohio State Educational Conference Proceedings, 1922 This law fixed in the educational policy of Ohio a school tax on the grand list of taxable property in the state, to be distributed to the counties in proportion to the number of school children - the prin ciple of equalization, then and for long after hotly contested - but firmly established the principle that the property of the state must provide for the education of the children of the state. It created the office of state commissioner of common schools with considerable power; set up township boards of education; put an end to rates assessed against parents for schooling of children, and finally made public schools free; it also provided for school libraries. Strange to say, the proposal to purchase Webster's Unabridged Dictionary for each school could not be passed! This code was a revolution in educational lawmaking. The low state Of public Opinion regarding the school which had been prevalent five years before was portrayed by M. F.
