This was stir ring up the Eastern Question with a vengeance! This was something more than a mere matter of etiquette, and it caused a great sensation through out Europe. We in Paris called a special cabinet meeting to consider what was to be done. I fa vored sending a'fieet to Salamis there to await the turn events took. On this same occasion we drew up the grand lines of the speech which the minister of foreign affairs, M. Drouyn de Lhuys, was to pro nounce before the Legislative Body.
