Excerpt from Medical Record, Vol. 75: A Weekly Journal of Medicine and Surgery; January 2, 1909-June 26, 1909 The Federal Food and Drugs Act of june 30, 1906, provides in section 7, That for the purpose of this Act an article shall be deemed to be adulterated In the case of food; If it contain any added ingredient which may render such article injurious to health. Section 3 of the Act provides that the Secretary of the Treasury, the Secretary of Agriculture, and the Secretary of Commerce and Labor shall make rules and regulations for carrying out the provisions of the Act, and acting under this provision the secretaries have, by Regulation I 5, delegated to the Secretary of Agriculture the duty of determining the Wholesomeness of colors, preservatives, etc. With this end in view, certain investigations have been conducted by the Bureau of Chemistry and are published, in part, in Bulletin No. 84, Influence of Food Preservatives and Artificial Colors on Di gestion and Health.
