Luke S. Lee, Ph.D., P.E., is Associate Professor of Civil Engineering at the University of the Pacific. He has contributed to numerous books and serves as a reviewer for ASCE's Journal of Composites for Construction and the International Journal of Structural Health Monitoring.s Hector Estrada, Ph.D., P.E., is Professor of Civil Engineering at the University of the Pacific, where he has held the position of Department Chair. He has published numerous journal articles, books, and book chapters, and served as a reviewer for ASCE's Journal of Structural Engineering and Journal of Engineering Mechanics.
