There was also a distant monarch, ignorant of persons, feelings, and circumstances, and overloaded with the management of the alliance against France, and with the complicated affairs of England and Ireland, to preside over, and direct the course of the Government, while the ablest and most experienced ministers, having been employed during the late misrule, were unpopular, and not to be trusted.
