A P.I. finds a mysterious blonde floating in the sea, she is naked and her feet have been encased in cement. As he attempts to investigate her murder he begins to make some very powerful enemies. Sinatra gives a boisterous performance of Tony Rome, the much put-upon detective. His only ally in the investigation is the beautiful Kit Forrest played to perfection by the luminous Raquel Welch.
