These Congressional hearings were to examine the Internal Revenue Service and the Treasury Department response to evidence of improper use of foreign addresses -including nominee accounts in tax haven countries- to evade taxes on U.S. source income. In his introductory remarks the subcommittee chairman, Congressman Benjamin S. Rosenthal of New York, said: "Each year many billions of dollars in interest, dividends, and other income payments are made by U. S. corporations, financial institutions, and other entities to foreign addresses. IRS internal audit studies in the subcommittee's possession indicate that a significant portion of this income is being sent to U. S. taxpayers and others subject to U. S. taxation who are improperly using foreign addresses to conceal income and thwart proper tax collections."
