Good morning; welcome to our oversight hearing on the Federal response to the impacts on the District Of Columbia of the closing Of Pennsylvania Avenue, and the potential impacts Of the anti-terrorism Act. The executive and legislative branches have been very careful in not allowing the District to adversely impact the Federal Govern ment. It is therefore incumbent upon the Federal Government, in assessing whatever its policy may be for Pennsylvania Avenue, to make sure that it is not acting unilaterally to adversely affect the District of Columbia.
