William Hull, governor of the new territory, Rev. Stanley Griswold, secretary, and Augustus B. Woodward and Frederick Bates, judges. This act was not to go into effect until July 1, 1805, and the new officers were to enter upon their duties at that time; therefore it was this scene of desolation and confusion which confronted them.
