Author Biography:

JEAN BLONDEL was first Professor of Government at Essex in 1964 and became Professor of Political Science at the European University Institute, 1985-94. He is now Professional Fellow at the Institute and Visiting Professor at the University of Sienna, Italy. He was awarded the Johan Skytte Prize in Political Science for Lifetime Achievement in political science in 2004. FERDINAND M LLER-ROMMEL is Professor for Comparative Politics and Director of the Centre for the Study of Democracy at the University of Lnneburg, Germany.
