Recent years have witnessed a revolution in the way economies work. The world has moved away from centralized governments and economies, toward decentralized governments and market-driven economies. Author Biography:

ROGER E. HAMLIN is Professor of Urban and Regional Planning and Director of International Programs at Michigan State University. THOMAS S. LYONS is Associate Professor of Urban Policy and Management at the University of Louisville. Together, they authored Creating an Economic Development Action Plan (Praeger, 1990).
