After tough Boston cop Pally LeMarr (Keifer Sutherland) is forced to retire, his mob-connected, small-time crook brother, Ray (Anthony LaPaglia), convinces him to purchase a potentially lucrative racehorse in a money-making scheme. But when the horse catches the eye of the mob, Pally and Ray find themselves in a life-threatening struggle to protect their equine investment.
