Excerpt from A Full Answer to the Letter From a by-Stander, Wherein His False Calculations, and Misrepresentations of Facts in the Time of King Charles II Are Refuted, and an Historical Account Is Given of All the Parliamentary Aids in That Reign, From the Journals They know that human Nature abhors that State, and think their Subjects would throw off the Yoke, if they were not kept under by the fame Force which firft fubdued them; and 'tis this which puts them upon other Expences, befides that of a Stand ing Army. For this is the very Reafon why in France, the Treafury will not alter the prefent Me thod of collecting the Revenue, though of every Forty Millions raifed Upon the Nation, Twenty four Millions are fpent in the Charge of collecting. There are I Men employed in the salt-duty alone, and a much greater Number of Excifemen and Officers employed in other Branches of the Revenue; fo that a Town not bigger than North arnp'ton, has in it 500 of thefe Officers, who with a Salary of 500 Livres (not 25 l. Sterling) a Year, {till take Care to die rich at the Expence of the People they opprefs: And after the Revenue has been got in at fuch an enormous Charge, one Third of it is given away in Feulions to all the noble Fa milies in the Kingdom, the better to reconcile them to Slavery, purfuant to the Plan of Cardinal Ric/oa lien who was never at Reft 'till by an infinitevariety of Arts and Pretences, he had drawn every Gentle-x man, that was happy in his Fortune, and refpected in his Country, to Court; and kept him there all his Life in a State of Dependance, to the Ruin of his Fortune, and Beggary of his Family.
