Cities: Skylines is quite a fun game, despite having no real objective or end-point. You start off by picking a map, which will typically have a connection to the highway and nothing else. Your aim is to create a thriving city with happy citizens. You do this by creating roads, setting up zones for residential, commercial and industrial areas and making sure there are ample services available to your citizens.
It's all about balance. For example, if you create an industrial area next to a residential one, the industrial area will cause both physical and noise pollution, making the citizens unhappy and potentially sick. On the other hand, if the industrial area is too far away (or if you simply have too much of your zoning allocated to industry), there will be no citizens available to work there and prevent them from operating, which means that they don't give you any money. Happiness can be improved by providing services like healthcare, police and fire stations, schools, clean water and waste management and so on.
Once you reach certain population milestones, your city is upgraded and you receive a lump sum of cash, along with access to new buildings and services. This also serves as a difficulty setting to the game, making the beginning quite easy to manage – but the further you expand, the more you have to juggle at once and maintain to keep everyone happy. Thankfully, you can pause the game at any time; it only stops the clock and doesn't prevent you from taking any actions.
You also have a great degree of control over income and expenses, i.e. How much money is allocated to services or how high you are taxing your citizens. So if you find that everyone's very healthy and your ambulances are under-utilised, you can cut back on your healthcare funding. Or if you want to cut down on traffic, you can make public transportation free.
One thing that I find lacking (but would make a nice addition) is the ability to manipulate terrain. Sometimes things don't go according to plan and the hydro-electric dam you just built is now causing another part of your city to flood. Being able to reshape the landscape to prevent such disasters would be great.
So, in short – if you like city/SIM games, I highly recommend Cities: Skylines. It's very addictive and the kind of game which makes you wonder where the past two hours went.
This is the best city management game I have ever played. It can be challenging at first and being able to micro manage certain aspect of your economy will go a long way to having a wealthy city.
